On Tuesday August 20, 2013, Troy Eugene Riggin was called home to Heaven after a brief illness. He was born on May 27, 1965 in Hampton, Virginia. Although Troy enjoyed many years on the water as a commercial fisherman, his true passion in life was spending time with his family and friends who will sorely miss his smile, his vibrant ways, and his wonderful sense of humor.

Left to cherish his memories are his "Mom" Carole Riggin Carpenter; father, Vincent Riggin (Betty); brother, Shaun Riggin; step-sister, Kimberly Ball (Chris); daughter, Jessica Phillips Smith (Bryan); son, Austin Phillips; grandchildren, Dylan, Tyler, Brody, Christian and Abigail; his beloved nephews, Jacob and Shaun; and his special niece, Rylie; Aunt & Uncles, Brenda (Eddie), Butch (Sandy), Lola (Ralph), Betty & Linda; special cousins, Gene Dezern, Carrie Dezern & Dawn Kuemper; best friend since childhood, Dave Crossett; good friend, Ricky Mull and many more aunts, uncles, cousins and friends who will cherish his memory. May God rest you in the arms of Angels our beloved Troy.

A memorial service will be conducted at 3 PM Saturday, August 24 at R. Hayden Smith Funeral Home, 245 S. Armistead Ave, Hampton.

In lieu of flowers, the family requests contributions be made to R. Hayden Smith Funeral Home to help with funeral arrangements.
