Tim Receveur passed away unexpectedly on September 15, 2026.

Tim was a devoted husband, loving father, cherished son, caring brother, and a proud uncle. Above all, he was defined by his deep commitment to his family, his community, and the warmth and compassion he brought into every room.

Tim Receveur was the Director of Digital Initiatives at Hostage Aid Worldwide where he coordinated the non-profit’s data-driven hostage tracking system. His work helped families struggling to deal with the global hostage crisis to achieve tangible outcomes in the fight against hostage-taking.

Before joining Hostage Aid, Tim was the Director of Programs at PeaceTech Lab where he worked to reduce violent conflict using technology, media, and data to accelerate and scale peacebuilding efforts in countries including Iraq, Pakistan, Nigeria, and South Sudan. Tim also served as a foreign affairs officer at the U.S. Department of State from 2000-2013 and active duty Air Force from 1991-2000.

He was a visionary who believed deeply in the power of music, community, and bringing people together. Tim was the founder of Supernova, a ska festival that united people through rhythm and shared joy. Beyond his passion for music, Tim lived a life centered on service to others.

He was an avid historian who authored four books about Phoebus and Fort Monroe. He created and managed a daily local blog called “Phoebus and Fort Monroe: Then and Now”.

Tim is survived by his beloved wife, April Receveur; his children, Paige Receveur and Brody Receveur (along with Brody’s fiancée, Rebekah Eisenfeld); his parents, Bruce and Gwen Receveur; his brother, Ben Receveur (Marie); and his sister, Betsy Hasenour (Henry). He also leaves behind four nephews, two nieces, and his loyal and deeply loved dog, Puzzles Receveur, who was a constant source of comfort and joy.

Tim’s legacy of kindness, advocacy, music, and love will live on through the countless lives he touched across the globe.
