Captain Francis Carlton Rowe, 86, passed away Friday, April 10, 2015. Born in Gloucester, he has been a lifelong resident of Tidewater. At age 16, he was the youngest person ever to obtain a Captain's license. Capt. Francis was preceded in death by his wife, Anna Irene and three daughters, Linda Sue Dixon, Deborah Anne Conard and Frances Jolene Sommer. He is survived by his daughter, Rebecca Rowe Lee; eight grandchildren and twelve great-grandchildren. A graveside memorial service will be held at Parklawn Memorial Gardens Friday April 24th at 11:00 a.m. Arrangements are by R. Hayden Smith Funeral Home in downtown Hampton, 757-723-3191.
